Higher Education Minister, Blade Nzimande, says South Africa must properly assess the skills needed in the country in order to reduce unemployment. He was speaking at the launch of the Labour Market Intelligence Partnership (LMIP), which is a research project that will look at skills needs in South Africa.

The South African labour market is an anomaly, with high unemployment and a skills shortage at the same time. Minister Nzimande believes that this is largely due to antiquated skills assessment methods. "For far too long the tools we have used to prioritise skills in the country have been based on a limited understanding and analysis of the character, structure, and shifts in the economy and the labour market," says Nzimande.

The Human Sciences and Research Coucnil (HSRC) will be leading the research, which will be used to guide students into appropriate study areas. The research will also eventually be used to forecast changes in the labour market. The HSRC says the project can be taken further than just skills analysis. HSRC CEO Olive Shisana says: "The LMIP should also include necessary mechanisms to promote the appropriate kinds of individual and community behaviors and establish the kinds of institutional support systems that would nurture successful people",

Experts say the labour market is very complex and co-ordination is needed.

It's expected to take three years to collect the LIMP foundation data, after which institutions will be put in place to continue the work.
