KHETHA RADIO CAMPAIGN Background In his budget speech in March 2010, the Minister of Higher Education and Training, Dr Blade Nzimande, announced that South African Qualification Authority (SAQA) would launch a comprehensive national career advice centre through the medium of a career development helpline, operated by SAQA. The NQF and Career Advice Helpline became operational in June 2010. SAQA, under the leadership of the DHET, signed a 12-month contract with the SABC to sponsor education programmes in the nine African Languages radio stations, every week, over a period of 48 weeks for R 2.6 million. The objectives of the campaign are to: provide information and guidance on:
What is significant about this campaign is that listeners hear all this explained to them in their own languages. This information is thus made more accessible to learners whose first language is not English. Campaign launch The campaign started on 31 January 2011 with the Minister of Higher Education and Training being interviewed on Ikwekwezi and Ukhozi education programmes. The issues that the Minister addressed related to the post-school system, particularly:
opportunities the government has made available for learners as alternatives to higher education financial assistance the government is providing to learners, particularly those who come from poor backgrounds the importance of career guidance and making career related decisions timeously. For the other seven radio stations, the Minister recorded a shortened version of his address (± 10 minutes) in English, which was played during the scheduled education programmes. Senior officials from the Department of Higher Education and Training, who speak the appropriate languages, elaborated on the issues and took calls from the listeners. Themes Covered The themes covered in these programmes include: Career choices Learning programmes offered at FET colleges, universities, universities of technology Learnerships and skills programmes offered by the SETAs Funding for post schooling Subject choices as related to field of study Applying for post-school study Coping with exams Scarce skills The campaign is also supported by print media, such as posters and newspaper inserts that are distributed mainly in rural and township communities as well as at career related festivals and exhibitions. The programmes are also advertised on the NQF and Career Advice websites, the Career Advice Facebook, as well as via a Mxit campaign. Phase 2 of the campaign and the call to Apply Now! SAQA-DHET have again entered into a 12-month partnership with the SABC Education to sponsor education programmes in the ten radio stations, including an Afrikaans station, every week, for another 48 weeks. The main focus of this year’s programmes, particularly from June to October, is on encouraging learners to apply at education and training institutions timeously. The challenges that arose in January 2012 regarding late applications at institutions of learning have highlighted a need to communicate to learners the importance of planning and applying at education and training institutions early. In this regard an Apply Now! campaign has been conceptualised. The campaign aims to reach all Grade 12 learners in the country as well as their teachers, parents/guardians, sponsors and community leaders to raise awareness on the importance of applying early. The support of SABC through other media such as television will ensure that this message reaches and prompts Grade 12 learners to act on it.
